It is with profound sadness that we announce the passing of Retired Lt. Bill Walsh, the visionary co-founder of Dallas Children’s Advocacy Center (DCAC), on January 28 at the age of 72. Bill’s legacy is one of relentless dedication to protecting children, and his loss is deeply felt by all who had the privilege of knowing him.
On behalf of the Walsh family, the DCAC Board of Trustees, the DCAC team, the Crimes Against Children Conference team, his longtime friend and colleague Leigh Ann Lozano, and all who loved him dearly, we want to pay tribute to a man whose life’s work transformed not only our agency but the field of child protection worldwide.
Bill Walsh wasn’t just a trailblazer; he was a force of nature. He transformed Dallas County’s entire approach to handling child abuse cases. With courage and compassion, he brought together a dream team of professionals from across agencies, building bridges that enabled justice and healing for countless children. His relentless pursuit of justice laid the foundation for what DCAC is today – a beacon of hope, working tirelessly to create a brighter, safer future for every child we serve.
Having worked alongside Bill for the majority of my career, I can say without hesitation that it was both a privilege and an inspiration. His tireless efforts to improve children’s lives have left an indelible mark on DCAC and on child protection professionals across Dallas County and far beyond. He was a champion for all of us who dedicate our lives to protecting children, and his legacy will continue to inspire us every day.
As we move forward, Bill’s vision will remain at the heart of our work. His appreciation for collaboration shaped the very core of our mission, and his dedication continues to guide us. His legacy pulses through our daily efforts – in every child’s smile we restore, every family we strengthen, and every professional we empower.
While our hearts are heavy with this loss, our resolve is stronger than ever. We are sincerely grateful for the path Bill paved and the profound impact he had on our community and the world. We honor his memory by recommitting ourselves to the mission he so passionately championed and by expanding on the groundbreaking work he started.

Bill was my hero. Crimes Against Children…what an honorable quest. Bill was asked when all of this would stop or be controlled. When would advocates catch up.
Bill knew that his quest was just at the tip of the abuse and horror. I am honored to have had the chance to pass through this life with him.
