
The Dallas Children’s Advocacy Center Board of Trustees is pleased to announce the appointment of five new members to the Board: Bill Eifert, Shamir Gonzalez, Rafael Maya, Hon. Valencia Nash, and Bill S. Richmond.
We are pleased that these particular leaders have joined DCAC’s Board of Trustees. Each of them brings a wealth of experience to strengthen our organization in finance, technology, strategic change, marketing, operations, and accounting. Their unique background and expertise will make them a great asset to DCAC’s Board and help in furthering our mission.
MEET OUR NEW BOARD MEMBERS

Bill Eifert currently works at AT&T and is Vice President, AT&T Business. Mr. Eifert has 30 years of telecommunication experience, spending time across multiple disciplines, including Sales leadership, Marketing, Product Management P&L, Strategy, and Operations.
Bill earned a Master’s in Business Administration with a concentration in Marketing from Seton Hall University and a Bachelor of Science in Business Administration from West Virginia University. Originally from New York, Bill, his wife Regina, and their two children reside in Dallas, Texas.

Shamir Gonzalez serves Southwest Airlines as Senior Manager in the Corporate Facilities Department. Shamir is responsible for leading multiple Teams that oversee all operations and maintenance activities involved in baggage handling systems and leading our Programs Team that manages the various operations that are critical in supporting frontline employees.
Shamir joined Southwest Airlines in 2015, and has served in several roles as a Business Consultant in Strategic Planning and Implementation, Corporate Planning and Financial Planning and Analysis, and Corporate Facilities. At Southwest, he has led numerous significant initiatives such as the Enterprise Facilities Master Planning effort and the Planning and Governance Team for Corporate Facilities. He and his wife Patricia live in Carrollton, Texas, and have two daughters, Sophie Grace and Bella Hope. They are active in their community and love spending time together as a family.

Rafael Maya is an Assurance Partner for PwC’s Private Company Service Practice. He has 18 years of experience in public accounting, including fifteen years with PwC in Dallas and San Antonio and three years with another big four in Mexico City. Rafael has served clients in various industries, including service providers, manufacturing, wholesale distribution, retail, and consumer companies. Rafael is fluent in Spanish and English.
Rafael has provided audit services to clients from large multinational companies to family-owned and closely-held businesses. Rafael has worked with various global companies, family-owned businesses, and private equity funds on a number of different accounting issues. Rafael is a Certified Public Accountant in the US and a member of the American Institute of Certified Public Accountants.
Rafael received a Bachelor of Accounting degree from the Universidad Iberoamericana in Mexico City and a Certificate in Finance from the University of Toronto.
Rafael loves to travel; his favorite trip was a photographic safari in South Africa (Kruger National Park). When not working, Rafael is spending time with his family and playing any sport!

Judge Valencia Nash was elected in 2007 and has served as Justice of the Peace for Precinct 1, Place 2 for nearly 15 years. She graduated from the University of Houston with a Bachelor of Science Degree in Political Science. She received her Juris Doctorate Degree from Thurgood Marshall School of Law at Texas Southern University in Houston, Texas.
Judge Nash is licensed to practice law in Florida, Georgia, and Texas. She has practiced environmental law and justice, family law, juvenile law, landlord-tenant law, construction law, and litigation. Judge Nash was appointed and still serves on the Texas Judicial Council in 2008. The Texas Judicial Council is the policymaking body for the judiciary.
Judge Nash is formerly the President of the Thurgood Marshall School of Law (TMSL) Alumni Board and the former President and organizer of the Lancaster Lions Club. She is a lifetime member of the NAACP and a lifetime member of the UH Alumni Association. Judge Nash teaches various classes to Justices of the Peace throughout the state through the Texas Justice Court Training Center. She is an advisory member of the Southeast Oak Cliff Communities Board and the Lullaby House.
In addition to her professional accomplishments, Judge Nash is a Girl Scout Troop Leader, an active member of Delta Sigma Theta Sorority, Inc., where she chairs the Social Action Committee. Additionally, she is the Legislative Chair of Jack & Jill of America, Inc., Southwest Suburban Dallas Chapter. She is the wife of Melvin W. McShann and the proud mother of twin daughters Madeline and McKenna.

Bill Richmond is a founding partner of Platt Cheema Richmond PLLC, a full-service business law firm based in Dallas. Originally from Missouri, Bill is an honors graduate of SMU Dedman School of Law and previously practiced business litigation in a large international law firm.
Bill has served in various community and professional organizations, including as past president of the Dallas Asian American Bar Association, on the board of directors for the Dallas Bar Association, on the board of GenNext’s Dallas Chapter, and as past president of the Mizzou Alumni Association DFW Chapter. Bill and his wife Jonet have a young son and are expecting a baby girl this fall.
